Abstract
The article identifies main problems of the cluster approach, which is quite widespread in countries with developed economies. It is proved that the experience of industrial potential development proves effectiveness of cluster approaches in the process of improving competitiveness of industrial enterprises within a particular region or industry. Methods of business diversification and formation of a diversified product portfolio of the enterprise are revealed. The problems of increasing competitiveness of domestic industrial production, which is in the plane of the cluster approach are considered. Analyzing foreign and domestic scientists’ opinions to form optimization areas of the industrial enterprise, main directions regarding optimization methods are proposed. It is concluded that in modern conditions, each of the proposed concepts of optimization has its own advantages and disadvantages. To improve the efficiency of this process, they should be combined and optimised within the framework of such an integration approach.

Abstract
The article substantiates the leading role of digitalization in creating conditions for increasing the competitiveness of enterprises of the Russian chemical complex. A three tier system of digitalization indicators is given: for individual enterprises, the industry and the economy as a whole, as well as the corresponding effects. The functions and relationships of the proposed organizational and economic mechanism for managing the digitization of the chemical industry are described. As organizational and economic impacts, the developed mechanism includes decisions on the adjustment of investment programs; participation in the formation of state tasks for educational institutions; identifying priorities for developers of solutions in the field of digitalization and the choice of strategies for disseminating the results of intellectual activity and a number of others.

Abstract
Flywheel of development of economic evolution of society is steadily swinging. The next coil of such development was the digitalization of the economy, which determines the relevance of the chosen theme. According to the author, who has affected all market participants, including entrepreneurial structures, digitization significantly transforms them, increasing the competitiveness of the latter. In connection with this there is a need to clarify how digitization transforms the enterprise. The purpose of writing the article is to consider digitization of entrepreneurial structures as a basis for their competitiveness. The subject of the research is digitization. The methodology is based on the logical and systemic approaches, the methods of comparative and system analysis are used to solve individual problems. The research conducted by the author has shown that the strategies of digital transformation should be subject to constant reassessment, which evaluates both the initial assumptions and progress in transformation to date. However, it should be noted that existing scientific approaches consider certain aspects of the investigated issues, consideration of problems of the general influence of tendencies of the digital economy on practical activity of entrepreneurial structures in Have not received the proper theoretical justification and practical solution at present. This article will be interesting for researchers in the field of entrepreneurship, studying the development of entrepreneurship in the conditions of digitalization of the economy.

Analyzes the current procedure for applying the Tax free system in Russia in comparison with foreign practice. Abstract
A retrospective analysis of the definition of the term «innovative infrastructure» was carried out. Two conceptual approaches to defining the definition of «innovation infrastructure» - activity and component ones, focusing on various inalienable characteristics of the term under consideration are formalized. The thesis is substantiated that in the context of the digital economy the term «innovation infrastructure» requires rethinking and clarification. In the context of the deep integration of digital and cloud technologies in the structure and functions of the information subsystem of the innovation infrastructure, significant changes occur that require analysis and formalization. An introduction to the scientific background of the term «information and communication system» as a component of the innovation infrastructure, which most accurately identifies its informational aspect, taking into account the requirements of modern socio-economic realities, is proposed. There are three main characteristics that distinguish the information and communication system from the traditional information subsystem of the innovation infrastructure: the focus and stability of the interaction of the subjects within the information and communication systems; increasing the value of the ordered information flows and information services as separate elements of the information and communication system; increasing the value of the cognitive structure of social innovation knowledge within regional information and communication systems. As a key component of the information and communication system are considered information flows arising from the interaction of subjects of innovation. It is proposed to typologize all information flows on the basis of directing impact on five main types: production, knowledge, service, organizational and managerial, integration and diffuse. For visualization of the directing influences of information flows, the article presents the author’s model of the structural organization of information flows within the information and communication system. This model is accompanied by information on its basic elements and principles of operation. The main tasks on the problems of innovative development of information and communication systems are given: strengthening state support for the innovation infrastructure in terms of increasing the financing of R & D of industrial enterprises; centralization of management of regional information and communication systems based on the creation of special information centers; increasing the level of development of access technologies for data processing and storage.
