Abstract
Currently, there is a number of problems that prevent the development of the Russian securities market. This article examines the problems of information provision of the bond market and suggests the ways to address them in order to increase the attractiveness of the Russian securities market for investors. The object of the study is the disclosure system on the Russian bond market. The subject of the study is the regulatory requirements for disclosure of information and the types of liability for incorrect disclosure of information in Russia. The author of the article conducts a study of the information disclosure system on the Russian bond market using such methods as observation, analysis and synthesis.

Abstract
In the article questions and problems of providing entrepreneurs and enterprise structures by available and acceptable financial (credit) means due to decrease in interest (credit) rates by banks are considered. For achievement of this purpose some problems of optimization of a bankingsystem ofthe country as a result of decrease in number of commercial banks in the country, their rational placement on regions of the country, feature of revocations of licenses of banks violators, problems of sanitation of banks, decrease in the rate of inflation and a key interest rate of the Central Bank of the Russian Federation are considered.

Abstract
The article deals with the structure, function and tasks of the state system of export financing of Germany. The role of national banks in lending to export industries was noted. The activities of institutions such as «KB» and «AKA», which played an important role in supporting the export companies of Germany, intensified the markets of foreign countries with their products, were analyzed. Considerable attention was paid to the activities of the insurance company Hermes.

The article considers poverty as a socio-cultural phenomenon through the concept of «poverty culture». Selected concepts of structural poverty, persistent poverty, the underclass or the lower class. The characteristic features and peculiarities of the subculture of poverty are marked. It is determined that the main aspect of poverty culture is inheritance of poverty on the basis of negative norms and values.

Abstract
This article deals with basic concepts of neoclassical economic theory and behavioral finance and gives them definitions. Also it shows main differences between these two theories. The fundamental difference between them connects with relation of the existence of financial markets rationality - the classical theory allows that investors and the whole market can be rational, but behavioral finance finds a lot of empirical evidence that people often behave irrational. And therefore there are inefficiencies in real financial markets that don’t correspond to formal theoretical models.

Abstract
In the article the price movements of common stocks of Sberbank of Russia from the middle of 2017 from position of the technical analysis is investigated. The movements of stocks are compared to the movement of the index of MICEX. Their similarity is noted. The best description among indicators is shown by simple moving averages.

The article gives results of author’s study reflecting trends in Russian corporate e-learning. Massive and rapid transition of companies to remote training of employees is observed at the Russian HR-space in past few years. More and more companies are coming to the conclusion that investment in personnel development benefits the Company as a whole. Lately there has been a tendency to provide sophisticated technological products coupled with training, i.e., e-learning can become a qualitative complement of complex software products or services.

A prerequisite for the development of the Institute of entrepreneurship today is the implementation of effective regulation of one of its key factors - investment activities.
