DIGITALIZATION OF THE ECONOMY
The subject of the research is the problems of digital transformation of the activities of modern enterprises. The article presents a general model of the phased implementation of digitalization of a modern enterprise, it is concluded that it is necessary to adapt the presented model to the conditions of functioning of various companies.
The paper presents shows the place and role of web projects in the system of projects related to the use of information technologies. The low efficiency of it projects and web projects, in particular, makes it necessary to develop new approaches to management. The most important specific risks of web projects and their sources are analyzed. The classification of web project risks is proposed.
The subject of the research is the enterprise resource planning system. During the research, a conceptual research method was used to develop a master plan for the implementation of the S–ERP system. It was found that ERP systems provide broad benefits and opportunities for the entire organization, support the organization in the exchange and transfer of information between all functions and departments, and help achieve the goals and objectives of the organization.
FINANCIAL AND CREDIT INSTRUMENTS OF IMPROVEMENT THE QUALITY OF ECONOMIC GROWTH
The article examines domestic and foreign practices of mega–regulation of the financial market. The analysis of the theoretical apparatus of regulation of financial markets is carried out, the global tendencies of regulation are systematized and the ways of improving the regulation of the financial market of Russia are determined based on the analysis of the current state of its development.
The areas of federal budget spending have always been in the focus of both experts and civil society. Based on the indicators of budget allocations in one direction or another, it is possible to judge about the priorities of state policy in the medium term. Beginning in 2019, priority national development goals were defined in the Russian Federation and relevant projects were developed as part of their implementation. This article considers the main indicators of financing national projects in 2020 and the planning period up to 2023, as well as indicators of their implementation. In addition, the impact of the COVID– 19 coronavirus pandemic on the future prospects for the implementation of priority national projects was discussed.
In modern conditions of instability of the external business environment, the growth of companies includes the identification of factors that affect the development of the company and its stability. In scientific decision sources, there are different approaches to assessing the growth of companies, key indicators and management decisions. The article contains some aspects of the study of this problem.
While investigating the external factors that influenced the development of the economy in 2020 and analyzing the negative consequences of the declared COVID–19 pandemic, the author also identifies positive changes in the innovation sphere of companies in terms of the development of new products, technologies and management mechanisms.
The article considers the structure and the quantitative characteristics of the Russian derivatives market. The main research method is the analysis of the dynamics of the statistical data of the Moscow Exchange. The study identified the features of the Russian derivatives market. The influence of the beginning of the crisis 2020 on the derivatives market is shown.

SOCIO-CULTURAL ASPECTS OF ENTREPRENEURSHIP
Organizations currently face many challenges due to the COVID–19 pandemic. In similar times of crisis, it is of the utmost importance for organizations to remain ethical and compliant with the law as well as with the temporary measures imposed on them by States. Ethics and compliance programs help organizations behave ethically and in compliance with all rules in a structured and comprehensive way. The paper analyzes selected models of an ethics and/or compliance program with the aim to find out what components an ethics and compliance program should contain in order to be effective in ensuring ethical and compliant behavior of an organization at all times including unexpected crises.
The article presents the experience of implementing the grant program «Financial literacy and teaching methods» in the context of a pandemic. The results of training are presented, and effective methods of training are indicated.
The article examines the trends of the new technological revolution and their relationship with intangible assets. Practical examples of anti–crisis communication strategy are considered. Principles for overcoming the reputation crisis are proposed. The methodology for conducting reputation monitoring is disclosed.
The author reveals the connection between philosophical and economic thought in the classical period. The influence of philosophy on political and economic aspects of national economy development in the pre–scientific and scientific periods is revealed. The features of philosophical and worldview concepts of classicism that reflect the specifics of the era are indicated. The analysis of the relationship between classical philosophy and Economics has shown the influence of spiritual and moral aspects of the epoch, transcendentalism, rationalism, and a apriorism on economic theories based on the mechanistic paradigm, the logic of economic laws, and clear and unambiguous provisions for the formation and development of economic institutions. A model is presented that reveals the interaction of economic institutions from the position of classical philosophy in terms of the individualistic concept of behavior of classical economic agents, the Institute of labor resources as the basis of value and wealth, balance as a key element of the self–regulating order and distribution of economic benefits, and other aspects.
The presented article researches the features of the social implementation of the processes of international migration and ethnic interactions in the modern world. The author consistently focuses on the analysis of statistical data, driving forces and factors of international migration movements affecting the globalizing planetary society in general and Russia in particular. A special place in the study is paid to the problems of sociocultural adaptation in the context of interethnic relations, the formation of various behavioral models and strategies of interaction between representatives of different peoples and cultures of the world, as well as topical issues of the development and practical implementation of an effective integration policy of the state in relation to the multiethnic and multicultural contingent of its population. The materials of this article are intended to contribute to both scientific understanding and practical achievement of harmonization of ethnic and cross–cultural interactions at various levels of public life’s organization.

The article is devoted to the problems of energy development in Russia, taking into account global trends, the trend of increasing the use of renewable energy sources, and increasing environmental requirements. In order to preserve the environment, the modern fuel and energy complex is included in the program of technological modernization, the main direction of which is the introduction of the best available technologies. The article analyzes the potential economic consequences of the pandemic for the enterprises of the agro-industrial complex, identifies and systematizes external and internal factors that had the greatest impact on the activity of the world and domestic agricultural market, reveals their relationship and interdependence.
This article raises the problem of diffusion of high–tech projects and the provision of measures to support them. The study presents an analysis of Russian funds for supporting innovative business development, identifies the main support measures and criteria on the basis of which high–tech breakthrough companies are included in the scope of their projects. As a result, for small and medium–sized companies, proposals were formulated for targeted appeal to existing support funds.

In the modern world, the problem of the influence of higher education institutions on the economic development of regions is relevant. This article presents the main trends in the influence of universities on the development of the region as a whole. The article deals with the current problems of Universities « influence on financial and economic development at the regional level. The article presents the main functions and tasks of universities, ways to implement the activities of each University aimed at developing the financial, economic, and innovation system of the region under study. The key measures that will contribute to the effective development of the financial and economic potential of the region are identified.
The article reveals the concept of inventories and their role for the progressive development of an enterprise. It was revealed that incorrect and inaccurate reflection of inventories in the organization’s accounting leads to a deterioration in the financial condition of the enterprise, and irrational use — to financial losses. The key features of the reflection of inventories in the financial statements, as well as the features of the reflection of the results of their inventory are revealed. It is concluded that effective financial management at the enterprise is based on the correct reflection of inventories in the financial statements.
The article examines the types of professional activities in the modern securities market, assesses their relevance. A description is given of the types of activities in the securities market that are not professional, but are very similar in their tasks and functions to professional activities; proposals are made to change the composition of modern activities in the securities market in order to increase the efficiency of its functioning. It is concluded that there is a need to divide professional activities in the financial market into two types: professional intermediaries and professional participants providing settlement and accounting services in the financial market.
The strategy for the development of the tourism industry is considered, focused both on overcoming the crisis situation that has arisen as a result of the pandemic and on achieving the goals of sustainable, inclusive development in the post–crisis period. The strategy includes such stages as crisis management, financial recovery and post–crisis development, implemented through special regulatory instruments based on the interaction of the state, private sector and society. Practical recommendations have been developed to improve the efficiency of this strategy in the modern Russian economy.
THE STATE AND CIVIL SOCIETY INTERACTION
The article examines the main strategic documents of the Russian Federation: national projects, state programs aimed at reducing the level of interregional differences in regions. The assessment of the positions of the regions of Russia in the rating by the quality of life is carried out. Conclusions are made about the effectiveness of the implementation of state programs in areas related to balanced regional development and quality of life. The main shortcomings of the strategy of spatial development of the Russian Federation are revealed and the necessity of using additional tools aimed at reducing the lag in the rates of socio–economic development for a number of regions is substantiated.
The unique geographical location of our State can be used to develop Russian-Chinese business ecosystem on the border territories. On the basis of the analysis, the authors in their study determine ways to improve the management of the business ecosystems of the border area between Russia and China.
