Russia in the past and today is a huge space where it is necessary to constantly broadcast the political interests of society, concentrated in the center of the country to remote regions that have political military economic significance for the state. For centuries, the direction to the east seemed to be one of the most important areas of Russia’s development, which was and remains due to its position between the West and the East. Conducting an effective transport policy in the second half of the 19th century and the beginning of the 20th century further created a serious safety margin that allowed the Russian Far East to survive the imminent tests of revolution, civil war, international intervention, to live and develop as part of a single Russian state.

In the conditions of integration of national standards of accounting into International Financial Reporting Standards objective need of reforming of the Russian rules of conducting accounting appears. In this regard the project «The federal standard of accounting 25/2018 «Rent accounting» which is subject of the analysis of this article was developed. Besides, the author considered the main features and innovations of this Standard both from the lessor, and from the tenant and also estimated results concerning application of the new standard are formulated.

The direction of the Russian coal industry development as the four element ecosystem was reviewed: subject, environment, process and project. The most modern model of the interaction between public and private sectors as a form ofthe public-private partnership was suggested.

The article deals with topical issues of the digital economy (CE) formation taking into account the theoretical substantiation of the need for such transformations in the processes of digitalization, as a result of which data in digital form become a key factor of production in all spheres of socio-economic activity. The essence is Determined by the content and (CE), the nature of the manifestations in various sectors of economic activity, taking into account the emergence of digital risk, increasing the negative consequences and threats to the economic security of enterprises and the economy. In this case we specify the tools and mechanisms of the transformative impact of the digitization of processes, among which are the blockchain technology, of Neurotechnology, artificial intelligence, robotics. The characteristic of predicted risks of digitalization is given, and also the planned effects on the basis of which, on the one hand, conditions of elimination of routine processes, increase of labor productivity, taking into account elimination of elements of shadow economy, fraud and corruption, on the other hand, options of strengthening of the same negative forms of activity, taking into account options of their strengthening in interaction with new digital risks are revealed. On the basis of the work done, proposals are made to improve the control of emerging standard risks, taking into account the identification and prevention and elimination of new digital risks.

In the publication the methodical features of assessment of development of tourism used in practical activities are revealed. Application of an author’s technique of assessment and ensuring competitiveness of entrepreneurship in the sphere of tourism taking into account specifics of the Republic of Dagestan is proved and the potential of its use for updating of state programs of development of tourism is realized.
