Recommendations for improving the methodology of program-oriented planning in the Russian Federation

Abstract

Currently, the program-target method is the most important instrument to implement government social and economic policies. Our analysis revealed several problems, which does not allow implementing target-oriented approach fully. A shortlist of problems andsuggestions forsolving these problemswill be presentedin this paper.
