Тем не менее, применение данного метода на практике порождает ряд проблем. Эти проблемы, а также пути их решения, представлены в настоящей статье.</p></abstract><trans-abstract xml:lang="en"><p>Currently, the program-target method is the most important instrument to implement government social and economic policies. Our analysis revealed several problems, which does not allow implementing target-oriented approach fully.
