Abstract
The problems of employment and unemployment are one of the most acute and complex socio–economic problems of any state. The state regulation of the labor market and employment is the development and implementation of a set of measures to ensure the compliance of the structure of the labor force in the changing structure of workplaces. Russia is one of the countries of the world that has significant resources of skilled labor in the person of the economically active population.
