В статье рассматриваются индикаторы и показатели, характеризующие результативность исследований и разработок на примере федеральной целевой программы «Исследования и разработки по приоритетным направлениям развития научно-технологического комплекса России на 2007-2012 годы»» (далее - Программа). Проводится анализ зависимости индикаторов программных мероприятий с целевыми индикаторами Программы, а также с макроэкономическими, микроэкономическими и основными показателями Программы. Проводится сопоставление индикаторов и показателей Программы и Стратегии развития науки и инноваций в РФ. В статье также описаны принципы построения индикаторов и показателей для характеристики результативности выполнения исследований и разработок при составлении программ финансирования науки.
In article indicators and the indicators characterizing productivity ofresearches and workings out on an example of the federal target program «Researches and workings out in priority directions of development of a scientifically-technological complex of Russia for 2007-2012» (further - the Program) are considered. The analysis of dependence of indicators of program actions with target indicators of the Program, and also with macroeconomic, microeconomic and basic indicators of the Program is carried out. Comparison ofindicators and indicators of the Program and Strategy of development of a science and innovations is spent to the Russian Federation. In article principles ofconstruction ofindicators and indicators for the characteristic ofproductivity ofperformance ofresearches and workings out at drawing up of programs of financing of a science also are described.
