В статье рассматриваются механизмы и условия реализации стратегии социально-экономического развития России до 2020 г. Одним из таких механизмов является страховая защита, позволяющая снимать периодически возникающие диспропорции не в ущерб текущим и перспективным задачам. Автор излагает результаты исследования условий реализации стратегии. Экономически обосновывает преимущества и экономическую эффективность возмещения непредвиденных убытков, причиняемых государству, предприятиям, организациям и гражданам в результате чрезвычайных событий через механизм страхования по сравнению с их возмещением за счет бюджетов разных уровней. Показана роль страхования в обеспечении выполнения стратегических задач и макроэкономических пропорций.
In article mechanisms are considered and conditions of realization of strategy of social and economic development of Russia till 2020. One of such mechanisms is the insurance protection, allowing to remove periodically arising disproportions not to the detriment of current and perspective problems. The author states results of research of conditions of realization of strategy. Economically proves advantages and economic efficiency of compensation of the unforeseen losses caused to the state, the enterprises, the organizations and citizens as a result of extreme events through the insurance mechanism in comparison with their compensation at the expense of budgets of different levels. The insurance role in maintenance of performance of strategic problems and macroeconomic proportions is shown.
